ELGIN AND DISTRICT POOL LEAGUE
CONSTITUTION
SEASON 2015/2016
1) The Association shall be known as Elgin and District Pool League (EDPL), hereafter referred to as ‘the League.’
2) The purpose of the League: Shall be to encourage and administer the game of pool in a sporting manner within Elgin and District. WEPF World Rules apply.
3) The Officers of the Committee: Who shall be elected annually at the Annual General Meeting shall be as follows: Chairman, Secretary and Treasurer. There will also be three members of the committee from within the League.
4) The Secretary will deputise for the Chairman in his absence
5) The Secretary shall attend all meetings and also conduct all general correspondence.
6) Order of Business: An agenda shall be prepared by the Secretary. Any member wishing to introduce business not on the agenda may only do so when all the business on the agenda has been completed.
7) Notices of motion: Should be sent to the Secretary, in writing or email at least 24 hours before the meeting
8) Motions and Amendments: The first proposal on any subject shall be known as the original motion and all other proposals on the same subject called amendments. Every motion and amendment must be moved and seconded by members present at the meeting.
9) When votes are undertaken at meetings, a quorum of at least five made up from League Players and Committee members must be present.
10) The Chairman will have no vote unless there are an equal number of votes cast, in which case he has the deciding vote.
11) If any person interrupts the meeting, uses abusive language or causes any other disturbance and refuses to obey the Chairman when called to order, he/she shall be expelled from the meeting and only permitted re-entry when an apology, acceptable to the committee, is given.
12) Any team captain may be called for Committee duty by the Secretary.
13) The Annual General Meeting shall be held on the second Wednesday of August.
14) The Treasurer shall present at the Annual General Meeting a full written report on the financial position of the League. He shall also receive and keep an account of all monies received and all monies paid out by the League.
15) Membership fees: For the forthcoming season shall be agreed at the Annual General Meeting. Team registration and payment of fees will also be arranged at the AGM.
16) All teams must be represented at the AGM. Failure to do so may result in omission from the League.
17) Extraordinary General Meetings: Must be made up by a quorum of at least 5 League Players or Committee Members. The Secretary shall be in attendance.
18) Registration: The team name, Captain’s name, Captain’s phone number, Captain’s email address and players’ names are to be entered on the registration form. All changes are to be texted or e-mailed to the Secretary.
19) New Players must be annotated on the card with either NP or NS next to their name for their first match
20) Transfers: A player may only transfer once in the season and must do so by 31st December.
Their first game does not need to be before this date.
The Secretary must be notified seven days prior to a transferred player playing their first game for the new team
If there is extenuating circumstances for a player to transfer who has played after 31 December the secretary/committee may rule on an individual case by case basis
There is no deadline for new players to the league being registered.
All new players to a team should be marked NP next to their name on the scorecard on their first appearance
21) Time-keeping: 2 Captains and 2 Vice Captains will alternate time-keeping duties (60 second rule). The timekeepers shall not officiate a frame in which they are playing.
22) 60 Second Rule: It is the responsibility of the Captain to ensure their players are aware of and adhere to this rule.
Excerpt from WEPF rules:
1. A player has a maximum of sixty seconds to play each shot.
2. The Referee will start timing when all balls have come to rest from the previous shot.
3. If the first thirty seconds elapses before a shot is played, the referee will call "Thirty Seconds" as a warning to the player. This call must be made the instant the thirty seconds has expired. A Referee should not postpone the call because it appears that the player is about to play a shot.
4. If a shot is not played within sixty seconds it is a Non-Standard Foul. The incoming player is awarded two visits from:-
a. Where the Cue Ball lies, or, if the player wishes
b. From Baulk.
5. The referee may decide to grant "Time Out", being a period when timing ceases:-
a. At the request of a player. (For example, something is obstructing the player or the player needs to leave the playing area.) and / or
b. Because the referee deems that it is warranted. (For example, the referee may call time out when making a close foul snooker decision or when searching for a piece of equipment requested by the player.)
6. When the referee has racked the balls the referee will call “Time Running”. The oncoming player then must play the break shot within 60 seconds.
23) Any player committing violence against anyone during a pool match will be banned from the League.
24) It is the responsibility of each Captain to ensure that they and their team have a reasonable understanding of World Rules and the League Constitution. Failure to do so may result in loss of games.
25) Every table must have a clear space of at least three feet from each cushion right around the table and provide a suitable sized cue, kept in good condition, for any player to use. Adequate lighting must be provided. All tables should be in a reasonably level condition with no cuts or holes to cloth or cushions. Any table over six feet in length must have a rest available.
26) All Tables must be levelled and brushed prior to play commencing. The visiting captain may request the table to be levelled and brushed prior to the 1st match if they feel this has not been carried out.
27) The table must be made available for practice for the away team at 8pm. The first game of doubles begins at 8.15pm. Any team that turns up after the allotted practise time should not expect practise time to be made available prior to the match starting
28) Lagging the ball will determine the break in each frame.
The lag is the first shot of the match and determines order of play. The player who wins the lag chooses who will shoot first.
The referee will place a ball on each side of the table behind the head string and near the head string. The players will shoot at about the same time to make each ball contact the foot cushion with the goal of returning the ball closer to the head cushion than the opponent.
A lag shot is bad and cannot win if the shooter’s ball:
(a) crosses the long string;
(b) contacts the foot cushion other than once;
(c) is pocketed or driven off the table;
(d) touches the side cushion; or
(e) the ball rests within the corner pocket and past the nose of the head cushion.
The players will lag again if
(a) a player’s ball is struck after the other ball has touched the foot cushion;
(b) the referee cannot determine which ball has stopped closer to the head cushion; or
(c) both lags are bad.
29) All fixtures will be played starting with three games of doubles followed by seven games of singles. The seventh single can be played by either a player that has played one of the first six singles or by an alternative player. The seventh single player shall be nominated on the score card prior the match starting
30) Scorecards will be issued and used for administration purposes. The scorecard must be fully completed before the first game commences. No amendments may be made unless agreed by both Captains.
31) All matches must be played in the order written on the team card. Failure to do so will result in the loss of the game or games.
32) Scorecards must be texted or emailed to the secretary by the end of the following day (24 hours). It is the responsibility of both Captains (or deputies on the night) to ensure the scorecard is submitted in a timely fashion. Failure to submit scorecard to secretary within the allowed time will result in the game being declared void, no points being awarded to either side, no rematch and no POTS points being awarded.
33) Teams can play different players in the singles than they did in the doubles. Teams with thirteen players may play all their team in one match, six in doubles and seven in the singles
34) Players may play no more than one game of doubles and one game of singles per fixture excluding the seventh single. Therefore, if six players are not present, teams will automatically forfeit games. e.g. Teams with only five players will forfeit one double and one single.
35) No speech play will be permitted in singles. In doubles only speech play between partners is allowed. Players may converse with their Captain or Vice Captain (if the Captain is absent) in the event of any dispute. Breach of this rule will result in loss of game / games.
36) Complaints: Any team wishing to make a complaint against their opponents, must do so by text or e-mail within two days of the game being played. The score card should also be returned marked (under protest) with the captain’s initials beside this statement (or vice captain if the captain was absent).
37) In the event of a team being unable to play a team fixture, they may re-arrange one fixture per season providing at least 24 hours’ notice is given to the opposing team. If the game is a cup fixture, the rescheduled match must be played before the next round and the Secretary must be informed a.s.a.p. Once this one life has been used teams will not be able to re-arrange any fixture for the remainder of the season and any fixture not fulfilled will result in a 10-0 loss
In circumstances out with teams control such as the venue being unavailable or travelling restricted due to weather the committee may rule on individual cases.
38) Any team failing to complete more than two of their fixtures will be banned from the League for the remainder of the Season. Entry into the League the following Season will be at the discretion of the committee.
39) Cup fixtures will be drawn at committee meetings in the presence of at least two committee members and published on both the facebook page and also the EDPL forum
40) Finals venues shall be nominated prior to the competition starting and shall not change even if the home team make the final, except for the League Cup which is a home and
away ties.
41) First game losers from the Knockout Cup qualify for the Consolation Cup.
42) In Cup ties, if the match goes to a decider a blackball shootout will decide the out outcome.
43) League and Cup trophies are awarded for one year.
44) The Winners of Trophies are responsible for engraving, cleaning and returning them in good condition. Otherwise the Team in question shall be held responsible for the repair or replacement of the trophy.
45) Personal trophies awarded by the League will be seven for Cup and League winners one each for Doubles winners and runner-up, one for singles winner and runner-up and 1 each for the player of the season in each division.
46) All trophies shall be presented on Finals day.
47) The League will affiliate to the Scottish Eightball Pool Federation known as SEPF.
48) Persons banned from Pubs should not expect admission for pool matches.
49) This constitution shall remain in practice until the following Annual General Meeting or if an Extraordinary Meeting is called.
