4. Constitution - Review of changes from last AGM not added to constitution yet
I. 3 points for a win, 1 for a draw – This was changed from the standard 2 points for a win
II. Format of Cup matches - Meldrum Cup games will now be played first to 6, permitting a possible 5-5 draw. Division Cup Games are still two legs of nine frames (first to ten) both will be decided by blackball shootout in event of a draw. The Knockout Cup and Consolation Cup remain as first to five ties.
III. Players Cup tied - Once a player has represented a team in a cup competition, they are then ‘cup-tied’ for the rest of that season and cannot represent another team in the same cup competition if they transfer
IV. No Postponement Rule – Current rule states no postponement except in exceptional circumstances
V. Player Transfer Rule - A player may only transfer once in the season and must do so by 31st December. Their first game does not need to be before this date
The Secretary must be notified seven days prior to a transferred player playing their first game for the new team
If there is extenuating circumstances for a player to transfer who has played after 31 December the secretary/committee may rule on an individual case by case basis

6. Annual registration fees - No change, £45
7. Start date for season, as soon as possible after registration is complete target will be 26th of August
8. Promotion & relegation. If 1 x Div One team pulled out, in previous years there has been one less relegation rather than an additional promotion or play off
9. Scorecards not being returned in timely fashion (affects POTS)
10. Proposals
i) Proposed by Seaforth Club – The Seaforth Club would like to propose a change of Rules from World rules to Blackball rules for the forthcoming season.
ii) Proposal from White Horse – Amendment to world rules by the removal of the ability to play a deliberate fouls without loss of frame
iii) Proposal from White Horse – Amendment to world rules, When one player makes no attempt to play their nominated ball 3 times in a row the frame shall be re-racked
iv) Proposed by Shaun McKay - Introduction of Captains Cup – Format to be similar to Singles competition. Players drawn in different venue’s with winners proceeding to next round. Final to be played on finals day.
v) Proposed by Shaun McKay - Replace doubles in one cup competition with 6 singles played to best of 3. Captains decide who plays decider in event of a draw
vi) Proposal from Alan Duncan – The league should revert back to best of 9 (3 doubles and 6 singles only) with points system also going back to old system ie straight 2 points for win and no draw possible.
vii) Proposal from Alan Duncan – All league, cup, singles and doubles draws should be made in advance of due dates and must be witnessed by a minimum of 2 committee members. In addition Fixture sheets draw sheets etc must be sent to venue’s/posted on facebook/EDPL page a minimum of 7 days in advance of said competition.
viii) Proposal from Alan Duncan - All singles and doubles should be taken down to last 8/16 in order to ensure no byes are given to players in latter stages of the competition as happened last season (singles were last 10 with then 2 players receiving byes in last 10) All byes should be accounted for in first stage of competition.
ix) Proposal from Kieron Wood – Mandatory for each team to have a set of match balls for use in league and cup matches, these can be purchase for as little as £15
x) Proposal from Cameron Spence - All tables must be brushed and levelled prior to the commencement of each match
